The Embassy announced on its official Twitter that the United States is committed to the principles of Dayton – that Bosnia and Herzegovina is a democratic, multi-ethnic, sovereign, and independent state with unquestionable territorial integrity. Neither Dayton nor the Constitution of BiH offers any entity the right to secede.
- Those who want to perform duties in BiH should respect democratic processes and institutions that ensure that the voice of citizens is heard and stop presenting voters with wrong and inaccurate information about the electoral process in BiH - said the US Embassy in BiH.

They also state that there is no justification for responding to standard measures of electoral integrity with dangerous and irresponsible rhetoric about secession, which was used on Monday in Banja Luka at a meeting organized by the Alliance of Independent Social Democrats (SNSD), led by Milorad Dodik.

- Election authorities have a responsibility to ensure the integrity of the electoral process, including by recounting ballots and other measures when circumstances warrant. The receivers of the said petition are mayors of all cities where the film’s screening was announced. Furthermore, a petition will receive prime ministers and presidents of the countries where the movie was to be screened. And important political, academic, and cultural subjects of Canada, the USA, and the European Union.

Today, we must remember that incitement to genocide, hate speech, and glorifying genocide’s planners and perpetrators are crimes. Boris Malagurski’s film encourages a new genocide, which is a crime.
Genocide negation, that is, the negation of the state of Bosnia and Herzegovina, is confirmed by this film. It is another blow from the so-called civilized world to the victims of the biggest crime in Europe after the Holocaust, the genocide in Srebrenica. The film is a documented testimony of the dishonesty, moral and intellectual collapse of the planners and performers of aggression and genocide in Bosnia and Herzegovina. The film certifies the work of genocide planners and perpetrators in Bosnia and Herzegovina. It supports Serbian extremism, whose goal is to create a “Greater Serbia” at the expense of the destruction of the state of Bosnia and Herzegovina. The film defeated humanity, defeated man, and civilization. This film humiliated victims not only of the genocide in Srebrenica but also the victims of all terrible crimes in human history, including the victims of the Holocaust.

Senad Bratić (The Movement for the State) from the Bosniak people won 10,537 or 1.76 percent of the votes, and Davor Pranjić from the Croat people (HDZ BIH, HSP BIH, HKDU, HSP AS, HSP HB, HRAST, HDU ) with 1,618 or 0.27 percent lead in the race for the Vice President of the RS. 
For the new convocation of the National Assembly of the RS, the SNSD leads with 207,797 votes or 35.24 percent.
They are followed by the SDS with 89,592 or 15.19 percent and the PDP with 61,351 votes or 10.40 percent.

The Central Election Commission of Bosnia and Herzegovina (CEC BiH) announced this afternoon the results of the General Elections for the Parliament of the Federation of Bosnia and Herzegovina after almost 80 percent of polling stations have been processed.
According to CEC data, the SDA leads in the race for the entity parliament with 182,837 votes or 24.50 percent. Other parties gathered around the HDZ BiH won 112,949 votes or 15.14 percent, while third place is held by the SDP with 98,207 votes or 13.16 percent.
The DF is in the fourth place with 78,778 votes or 10.56 percent, and the parties that are currently above the census of three percent are - NiP (50,354 votes or 6.75 percent), Our Party (35,815 or 4.80 percent) NES (31,312 votes or 4.20 percent), Party for BiH (27,314 votes or 3.66 percent) and the HDZ 1990 (23,304 or 3.12 percent).

According to the latest reports of the Service for Foreigners' Affairs of Bosnia and Herzegovina and the International Organization for Migration (IOM), around 700 migrants are currently staying in reception centers in the Una-Sana Canton. Almost 280 are housed in the Temporary Center Borići in the center of Bihać, while around 400 are at the Lipa center.

The capacities of these two well-equipped centers in Bihać provide the possibility of receiving and caring for more than 2,000 people in need, therefore the situation is under the control of the competent institutions for the migration process in Bosnia and Herzegovina.

The Service for Foreigners' Affairs, together with members of the Ministry of Internal Affairs of the Una-Sana Canton, conducts continuous activities on the ground, which include sheltering migrants from inadequate living conditions. Numerous activities have been realized in abandoned buildings and locations of so-called improvised camps, which has recently significantly reduced the number of criminal acts and incidents.

<h2>Structure of migrants is changing</h2>

- The situation is much more favorable compared to the previous period. The accommodation capacities in the reception centers are not even close to being filled, and the most important thing is that they provide people with adequate and dignified treatment. The citizens of Bihać still have a lot of understanding for these people, but now we are all more satisfied together. There may still be a certain number of migrants staying in these so-called improvised camps, but the security situation is fully under control, which is the most important. It seems to me that the structure of migrants is also changing to some extent, as well as the approach of the neighboring Republic of Croatia in dealing with people who try to cross the border with the European Union - said Bihać Mayor Šuhret Fazlić.

The largest number of migrants residing in this part of Bosnia and Herzegovina in this period are still citizens of Afghanistan, but they are followed by citizens of Burundi and some other African countries, which was not the case before.

The Office of the High Representative (OHR) announced the content of the measures imposed yesterday by High Representative Christian Schmidt, which aim to improve the functionality of the Federation of Bosnia and Herzegovina (FBiH) and ensure the timely implementation of the results of the October 2022 elections.

 

These measures establish an environment for further electoral and constitutional reform, including the fulfillment of the obligations that Bosnia and Herzegovina undertook on the way to EU integration and the resolution of specific problems that this country is facing.
These measures also strengthen the constitutional safeguards for the constituent peoples provided by the Dayton Peace Accords and the Constitution, while preventing abuse or paralysis of the system.

The package of measures contains amendments to the Election Law and the Constitution of the Federation of BiH and exclusively refers to the post-election constitution of indirectly elected bodies.

The measures in this Functionality Package will:
Streamline legislative decision-making by notifying both houses of the Federation Parliament on their obligation to cooperate and obliging them to consider acts of the other house within a specified period.
Streamline the appointment of judges to the Federation Constitutional Court by obliging institutions and individual officials to fulfill their part of the appointment process within a specified period or abdicate their responsibility to the next authority in the process.
Help prevent abuse of Vital National Interests by specifying the range of issues on which vital national interest can be invoked, eliminating an unlimited, indeterminate category of interest and by ensuring that VNI invocations are always reviewed by the VNI panel.
Ensure the adjudication of VNI invocations by streamlining the appointment of VNI Panel members by giving authority to the Constitutional Court to appoint the panel from its members.
Implement the Constitutional Court decision in the Ljubic case by improving the proportionality of representation of constituent peoples from each canton in the Federation House of Peoples.
This measure increases the number of seats in each constituent people’s caucus from 17 to 23.

The resulting distribution would correct the most severe over-representation of all three constituent peoples in cantons with very small populations of each people.

Every constituent people in every canton would maintain the possibility to have at least one representative in the House of People.
The measure increases the number of seats in the "Others" caucus from 7 to 11. For the first time, "Others" from all cantons may be represented in the House of People of the Federation. The election law on this issue and on the application the latest census would be amended to be consistent with the Federation Constitution.
Ensure timely election of delegates of the House of Peoples by Cantonal Assemblies by empowering the Central Election Commission to redistribute seats from cantons where assemblies do not fulfill this responsibility within a specified period.
Ensure nominations for President and Vice Presidents of the Federation by the caucuses of the House of Peoples by lowering the level support needed in a caucus to nominate them in successive rounds. An initial threshold of eleven votes out of 23 members allows each caucus to nominate a maximum of two candidates.
In the absence of support of eleven delegates, successive rounds allow nominations by seven members or then four members, ensuring nominations and promoting pluralism.

Improve transparency and expediency in the approval of slates of candidates for Federation President and Vice Presidents by specifying timelines and methods of voting on slates in the Federation House of Representatives and simplifying approval in the Federation House of Peoples.

Clarify and codify limits on representation by members of constituent peoples in key executive and legislative positions in the Federation, to encourage coalition building and prevent over-representation.
Require parliamentary bodies of the Federation of BiH to solicit citizens, including youth, participation in the legislative work of the House of Representatives and the House of Peoples. A measure obliges those bodies to develop procedures for considering citizen initiatives to encourage a more responsive and accessible legislative process.
These decisions do no implement amendments to the state constitution to implement court decisions about the rights of “Others” (Sejdić-Finci, Zornić, and others) as doing so is ultra vires, or outside the jurisdiction of the High Representative. The High Representative offers his good offices in support of parliamentary initiatives aimed at these amendments.
