<p>Denis Bećirović, a member of the Presidency of Bosnia and Herzegovina, spoke in the respected Austrian independent newspaper Der Standard about the deterioration of the security situation in Bosnia and Herzegovina due to the anti-constitutional and anti-Dayton activities of the president of the entity of RS, the previous engagement and the extension of the EUFOR mission in Bosnia and Herzegovina, and the role of the ALTHEA mission in preserving peace, security and stability in Bosnia and Herzegovina, as well as in the Western Balkans region.</p><p>Bećirović said, among other things, that "EUFOR's previous engagement in BiH, especially in terms of support in maintaining a safe and peaceful environment, was of importance for the stable political, economic and social development of the state of BiH, announced Bećirović's Cabinet.</p><h2>The newly emerging geopolitical circumstances</h2><p>According to him, taking into account the newly emerging geopolitical circumstances, caused by the brutal Russian aggression against Ukraine, the decision to extend the EUFOR mission in Bosnia and Herzegovina proved extremely important and justified.</p><p>- The executive mandate of the ALTHEA mission, which is of great importance for peace, security and stability, not only in Bosnia and Herzegovina but also in the Western Balkan region, proved to be essential. In Dayton, NATO received a clear task of preserving peace in Bosnia and Herzegovina in an international agreement. This is currently being implemented through the EUFOR mission. According to the agreement, these forces, among other things, have the mandate to ensure peace, independence, sovereignty and territorial integrity of the state of Bosnia and Herzegovina, as well as to stop all destructive forces that threaten the General Framework Agreement for Peace in BiH, with broad powers that include the use necessary forces, when necessary - said Bećirović.</p><h2>Security and peace in BiH</h2><p>He said that, unfortunately, the security and peace in BiH are seriously threatened by the dangerous pro-Russian and separatist policy of the president of the BiH entity RS Milorad Dodik.</p><p>- He openly started the anti-Dayton and unconstitutional dismantling of the state of Bosnia and Herzegovina. Peace in BiH and the region is seriously threatened. It is the last hour to stop the spread of the Ukrainian crisis on the territory of the state of Bosnia and Herzegovina, and thus also on the southeast of Europe. Bearing in mind the latest dangerous unconstitutional decisions of the RS entities, with the aim of timely action and prevention of possible negative consequences, as well as preserving stability and security in BiH and the Western Balkans region, the urgent deployment of additional and significantly stronger EUFOR forces in Bosnia is extremely important and Herzegovina, in the shortest possible time. I believe that the new EUFOR troops should primarily be deployed in the Brčko District of Bosnia and Herzegovina, as well as in other strategic areas - said Bećirović.</p>

<p>Recently, after all the moves of the President of the entity of Republika Srpska Milorad Dodik, there has been a significant change in the rhetoric and actions of the US government towards Bosnia and Herzegovina, says a senior associate of the Institute for Development Impact from Washington Adnan Hadrović in an interview with FENA.</p><p>This former BiH diplomat says that the relations between BiH and the United States of America, that is, the relations of the United States towards BiH, are relations of continuity, from the moment of recognition to the present day.</p><p>- That relationship is a relationship of continuity and there were no changes, regardless of whether it was a democratic or republican administration - he said.</p><h2>Significant change</h2><p>As he says, recently, after all the moves of the President of the entity of Republika Srpska Milorad Dodik, there has been a significant change in the rhetoric and actions of the US government towards Bosnia and Herzegovina.</p><p>As an example, he took the address of the special envoy of the United States of America for the Western Balkans, Gabriel Escobar, two weeks ago on Capitol Hill. At that time, very precise and direct messages were sent to Bosnia and Herzegovina, that is, to Milorad Dodik and his regime.</p><p>- Sanctions against him have been in force for years. However, the US administration itself is aware that sanctions as such do not produce results. A wider spectrum of "international players", bilateral and multilateral, are getting involved, in order to sanction Dodik's regime and the RS authorities' secessionist activities in a completely different way - said Hadrović.</p><p>He explained that this primarily refers to the denial of financial resources to Dodik and his regime in order for this to lead towards "serious corrective actions" if there is any more space at all, although he believes there is no more space left.</p><p>- Mr. Milorad Dodik is currently in a very difficult financial situation. He is well aware of this and that is why he is nervous. He is well aware that by the end of this year, he has to pay more than 550 million dollars to the international institutions where he borrowed. He doesn't have those funds. So now the focus is on the international financial institutions, where the United States will use its authority and power to deny those funds to Mr. Dodik, who practically will no longer be able to finance his external debt - stated Hadrović.</p><h2>"Very dangerous"</h2><p>Hadrović commented on the narrative that the United States is no longer the most important strategic partner of Bosnia and Herzegovina to be "very dangerous".</p><p>- The United States, from the point of view of Bosnia and Herzegovina, is the first strategic partner of Bosnia and Herzegovina. I would urge anyone who has any intention of changing that narrative to stop it, because it is against the strategic interests of Bosnia and Herzegovina. This is something that is not in the national interest of Bosnia and Herzegovina - says Hadrović.</p><p>He believes that the issue should be approached in a totally different way.</p><p>- I think that in the last 15 to 20 years, we have not been conducting an adequate policy towards the United States. I would turn it into a question of what we are doing so that these relations are at an adequate level - he warned.</p><h2>Do&nbsp;not put the burden on the United States</h2><p>Hadrović says that he would not put the burden on the United States, because the USA is doing absolutely everything in its power to protect the territorial integrity and sovereignty of the state of BiH and to support BiH on its Euro-Atlantic path.</p><p>- BiH and its officials need to work a lot more in order to raise BiH much higher on the priority list. Let's not forget that for more than a year, the US has mostly been dealing with the most pressing foreign policy priorities for them: Ukraine, China, Taiwan, establishing strategic relations with India, etc. - says Hadrović.</p><p>That's why BiH officials should work to raise Bosnia and Herzegovina to a higher level on that list of priorities.</p><p>- Therefore, I would focus more on ours, than on the US officials - concluded Hadrović in an interview with FENA.</p>

<p>The Association of Victims and Witnesses of Genocide, the Association of Detainees in Bosnia and Herzegovina and the Association of Families of Martyrs, Detainees and Missing Persons Kotor Varoš sent a letter to the Council of Ministers of Bosnia and Herzegovina regarding the information that Stojan Župljanin, a war criminal who was convicted at the Hague Tribunal (ICTY), requested guarantees from the BiH Council of Ministers (BiH CoM) for early release from prison.</p><p> </p><p>- We believe that the Council of Ministers of BiH does not have the legitimacy to provide guarantees as long as the Council of Ministers of BiH, led by the Minister of Justice, blocks the entry of final judgments of the ICTY into the legal system of BiH, as there are critical reports of the ICTY and the Residual Mechanism for Criminal Courts from The Hague, addressed to the Council of UN security - it is stated in the open letter.</p><h2>Addressed to the chair Borjana Krišto</h2><p>In the letter, addressed to the chair Borjana Krišto, it is stated that guarantees cannot and must not be given without the opinion of the victims of Župljanin's crimes, even after the judgments of the ICTY are entered into the criminal records of our country.</p><h2>Blocking and obstruction</h2><p>The Association of Victims notes that "it is precisely the blocking and obstruction of the entry of ICTY judgments that enable criminals to engage politically and socially in BiH, to be 'flawless' citizens, and that not entering judgments enables the negation of crimes and ICTY judgments".</p><p>- Giving guarantees to Stojan Župljanin would be a confirmation that, after the political support of Dario Kordić from FBiH President Lidija Bradar and Minister in the FBiH Government Sanja Vlaisavljević, criminals and criminal policies that have been sentenced by the ICTY are systematically supported - the letter states.</p>

<p>The University of Sarajevo strongly condemns the inadmissible behavior of two female students of the Faculty of Criminology and Security Studies who glorified a convicted war criminal and used hate speech in their posts on social networks, the day after the funeral for the victims of the genocide in Srebrenica.</p><p>UNSA Rector Rifat Škrijelj and Dean of the Faculty of Criminology and Security Studies Jasmin Ahić conveyed the position of the UNSA academic community at a press conference today, condemning the behavior of the students, Valentina Vujičić and Slađana Todić, and pointed out that there are no circumstances that can justify the individuals who celebrate as heroes those convicted of crimes against humanity by international courts.</p><p>- Glorification of convicted war criminals is an insult to victims and survivors and undermines collective efforts to build a just and inclusive society - they said and emphasized that UNSA has zero tolerance for any form of support, promotion or glorification of convicted war criminals.</p><h2>Law on Higher Education</h2><p>In this sense, the University of Sarajevo, guided by the provisions of the Law on Higher Education of the Sarajevo Canton, the UNSA Statute and the Code of Ethics, will complete all the foreseen procedures and procedures in which the circumstances of that unfortunate event will be considered and the appropriate and legally determined measures will be imposed.</p><h2>Possible criminal offense</h2><p>The Prosecutor's Office of Bosnia and Herzegovina declared itself competent in determining the possible criminal offense committed by the two students. Numerous projects of non-governmental organizations were financed through this project.</p><h2>My Street, My Imagination</h2><p>Also, UNDP in Bosnia and Herzegovina and Centar Municipality are successfully implementing the "Re-Imagine: My Street, My Imagination" initiative. It is an online platform urbanlab.ba for citizens' participation in designing public spaces in Bosnia and Herzegovina. The platform is an innovative virtual tool developed by the United Nations Development Program (UNDP) in Bosnia and Herzegovina, which helps local authorities to collect citizens' ideas for the renovation of public spaces, such as streets, parks, squares, or neglected locations.</p><p>- As part of this pilot project, we considered five locations on the territory of this local community, namely Radićeva, Musala and Franca Lehara Streets and Hastahana and Merhemića Square. Through this process, citizens decide and create space where they live. It is important that our partners recognize the results of the project and continue to support us - said Mandić, announced the Centar Municipality.  </p><h2>EU mission for climate-neutral and smart cities</h2><p>Resident Coordinator Macdonald expressed satisfaction with the fact that Sarajevo is among 100 cities that will participate in the EU mission for climate-neutral and smart cities. Selected cities will receive 360 million euros of support from the EU Horizon program to take innovative paths toward climate neutrality by 2030. In this regard, Resident Coordinator Macdonald is looking forward to the continuation of the partnership with Centar Municipality and Mayor Mandić.</p>

<p>An investigator from the Special Department for War Crimes of the Prosecutor's Office of Bosnia and Herzegovina, on the order of the prosecutor working on the case, is coordinating the work and activities within the exhumation process near the village of Izbišno, Municipality of Foča, in the canyon of the Bistrica River.</p><p>The remains of at least one person were found in the said locality, which will be transported for further forensic processing and identification through DNA analysis, announced the Prosecutor's Office of BiH.</p><p>According to available information, the remains could belong to a person of Bosniak nationality from the area of Foča, who disappeared in the fall of 1992.</p><p>Representatives of the Missing Persons Institute (INO) of BiH, SIPA, the International Commission for Missing Persons (ICMP) in BiH, a forensic pathologist, and police officers of the Ministry of Internal Affairs of the RS and Police Administration Foča were present and secured the location and carried out crime-technical support.</p>

<p>Children's rights are not a priority of the competent institutions in BiH, it was pointed out today during the presentation of the report on the state of children's rights in Bosnia and Herzegovina and at the roundtable on the implementation of the recommendations of the UN Committee on the Rights of the Child.</p><p>The Monitoring report on the state of children's rights in Bosnia and Herzegovina for the period 2019-2022 was presented at the UN headquarters in Sarajevo, prepared by non-governmental organizations, together with the Children's Monitoring report on the state of children's rights in Bosnia and Herzegovina, prepared by children and young people, representatives of nine children's groups from Bosnia and Herzegovina.</p><h2>Crucial mandate</h2><p>What UNICEF needs and can do and is a crucial mandate, said Sanja Kabil, who heads the education program at UNICEF, concerning the monitoring of the implementation of children's rights through the Convention on the Rights of the Child.</p><p>- We cannot implement those recommendations, but we can provide support to the competent authorities who are obliged to work on it. We can be a voice where children cannot have their say and we will certainly do that, so that all that they said and the recommendations they gave are widely disseminated, that they are heard and reach those who decide on their implementation - said Kabil.</p><h2>UN Committee on Children's Rights</h2><p>Mirsada Bajramović, director of the "Land of Children in BiH" association, a member of the "Stronger Voice for Children" network, said that the findings of the alternative report on the state of children's rights show that the state of BiH has not implemented or complied with most of the recommendations of the UN Committee on Children's Rights, with very small number of recommendations that were implemented in the previous three-year period.</p><p>- Certain progress has been achieved in the area of social protection when it comes to equalizing children's rights to child allowance, as well as when it comes to the position of caretaker parents, as well as the area of foster care. However, if we look at all other areas concerning children's rights, we can absolutely see that there is actually no progress - Bajramović pointed out, adding that children's rights are not a priority of the competent institutions in BiH.</p><h2>Universal health insurance</h2><p>All children in BiH, as she added, do not yet have the right to universal health insurance due to certain non-harmonization of the legislative framework with the Convention on the Rights of the Child, and children aged six to 15 who attend the educational process are especially at risk, and these are precisely the children who are victims of violence, abuse, human trafficking, etc.</p><p>Bajramović stated that, unfortunately, child victims of violence in the existing legislative framework when it comes to the Federation of BiH and Brčko District of BiH are not recognized as beneficiaries of rights in the field of social protection.</p>

<p>The FBiH Minister of Agriculture, Water Management and Forestry Kemal Hrnjić, during the conversation with the Prime Minister of the Zenica-Doboj Canton Amra Mehmedić and the Minister of Agriculture, Forestry and Water Management of ZDC Vinko Marić, confirmed that the disease known as African swine fever has been registered in the territory of the Federation of Bosnia and Herzegovina.</p><p>Hrnjić pointed out that even earlier this infection entered the territory of Bosnia and Herzegovina, through farms in the entity of RS, and since last week it is also present in the territory of FBiH.</p><h2>Occurrence of African swine fever</h2><p>- Unfortunately, since last week, we had doubts on several farms in the Posavina Canton, that it entered the FBiH. And here, with regret, I can state today that the doubts were justified. We analyzed as many as five farms, and on three farms we have the occurrence of African swine fever - said Hrnjić. </p><p>It is a viral disease and it will be very difficult to stop the progression of that virus. The biggest responsibility lies with the farm owners, who must take all the preventive measures that were instructed by the FBiH Ministry 15-20 days ago.</p><p>They must consistently implement them, they must do everything possible to slow down the spread of the virus to other farms as much as possible.</p><h2>A new challenge in the FBiH</h2><p>It will be very difficult, I expect it to be a new challenge in the FBiH, which awaits us in the Posavina Canton. But, I think our biggest producer of pigs is the West Herzegovina Canton, so it will be very difficult for the virus to progress," Minister Hrnjić warns.</p><p>The situation, he notes, has already escalated in neighboring Croatia, so a fight is ahead in the territory of the FBiH as well.</p><p>- We expect action from the state level. First of all, from the Council of Ministers of BiH and the Veterinary Agency of BiH. I expect their concrete steps, so we will see how we proceed - announced Hrnjić.</p>

<p>Heat records are being shattered all over the world and the summer swelter keeps coming.</p><p>Around one-third of Americans are under some type of heat advisory, with the most blistering temperatures in the South and West, where even the regular simmer has turned up a notch.</p><p>Visitors who braved California’s Death Valley baked under 128 degrees Fahrenheit (53.3 Celsius) heat over the weekend.</p><h2>Phoenix</h2><p>Phoenix&nbsp;is set to break its own record for consecutive days of highs of at least 110 degrees Fahrenheit (43.3 Celsius) with organizations moving quickly to help the most vulnerable survive the searing temperatures with cool spaces and water.</p><h2>Europe</h2><p>In Europe, where temperatures are expected to top 104 degrees Fahrenheit (40 Celsius) on Monday, many flocked to the water in an attempt to cool off. The broiling temperatures are expected to continue through the week, with parts of Spain and Turkey seeing wildfires as a result of the harsh, dry conditions.</p><p>For most of July, the world has been in uncharted hot territory, according to the University of Maine’s Climate Reanalyzer.</p><p>A combination of long-term human-caused climate change from the burning of coal, oil and natural gas is making the world hotter by the decade, with the current El Nino adding even more heat.</p><p>El Nino isn’t expected to peak until winter, so scientists predict next year will be even hotter.</p>

<p>Representatives of the "Troika" parties (SDP BiH, Our Party and People and Justice Party) and coalition partners the SNSD and the HDZ BiH will not meet in the Parliamentary Assembly of BiH today.</p><p>As N1 reports, the meeting has been canceled, and plans were to be presented on the de-escalation of the political crisis in Bosnia and Herzegovina.</p><p>This topic was also discussed last week at the meeting in the Delegation of the European Union to Bosnia and Herzegovina.</p><p>Representatives of the international community expressed their support for finding a solution to the current political crisis in Bosnia and Herzegovina caused by the secessionist and pro-Russian policies of Milorad Dodik and his partners in power.</p><p>Namely, the government of the entity of Republika Srpska passed laws in the National Assembly of the RS that it will no longer implement decisions of the Constitutional Court of Bosnia and Herzegovina and the High Representative.</p><p>As it was pointed out at the meeting, this is a direct attack on the constitutional and legal order of the state of BiH, but also on the Dayton Peace Agreement.</p>
